2017 Yellow Book & Appraising for Federal Land Acquisitions

Overview

The American Society of Appraisers (ASA), American Society of Farm Managers and Rural Appraisers (ASFMRA), and The Appraisal Foundation (Foundation) will hold a joint conference on the recently released sixth edition of the Uniform Appraisal Standards for Federal Land Acquisitions, commonly known as the Yellow Book, in Denver, Colorado on June 20th, 2017. Additionally, participants will be able to take a comprehensive 23-hour Yellow Book course developed by the Foundation. The course will be co-offered by ASA and ASFMRA at the same location as the conference on June 21-23, 2017.

APPRAISING FOR LAND ACQUISITIONS CONFERENCE  - $743
  • Overview of the 2016 edition of the Uniform Appraisal Standards for Federal Land Acquisitions (Yellow Book)
    An overview of the new edition of the Yellow Book from the perspectives of the Department of Justice and one of the member agencies of the Interagency Land Acquisition Conference. The revision process, including the legal research and agency consultation and review process, will be discussed. In addition, the new organization of the Yellow Book and some of the major changes and additions will be discussed.

  • Chief Appraisers Roundtable
    Hear about the appraisal programs of some of the major member agencies of the Interagency Land Acquisition Conference. Chief appraisers of these agencies will discuss the kinds of appraisal assignments they undertake and where these properties are located. Learn about having a federal agency as a client.

  • How to Become a Contract Appraiser
    Attendees will learn about the federal contracting process and where to go to learn about new assignments and how to bid on them.

  • Federal Agency Appraisal Reviews, Common Errors, and Deficiencies
    One of the most misunderstood aspects of having a federal agency as a client is the appraisal review process. Attendees will learn about the review process and the most common errors and weaknesses found in appraisals prepared for federal agencies from the perspective of the Department of Justice and one of the member agencies of the Interagency Land Acquisition Conference.

UNIFORM APPRAISAL STANDARDS FOR FEDERAL LAND ACQUISITIONS (Yellow Book) COURSE - $569

This 3-day course is designed to provide students with an increased understanding of the Uniform Appraisal Standards for Federal Land Acquisitions, Sixth Edition.  This “Yellow Book” course is based on the 2016 Uniform Appraisal Standards for Federal Land Acquisitions.

Learning Outcomes:
  • Understand better the current edition of the Uniform Appraisal Standards for Federal Land Acquisitions,
  • Demonstrate an increased knowledge about the application of the appraisal process to valuation assignments for federal land acquisitions,
  • Evaluate the content and level of information and analysis required to communicate the results of an appraisal prepared for federal land acquisitions, and;
  • Connect the legal foundation/rationale/guidance that govern recurring valuation problems and specialized appraisal issues unique to federal land acquisitions.
Objectives: The objectives are met through a combination of lecture, discussion, problems, and case studies. While the primary focus is, of course, on the UASFLA (Yellow Book), the Uniform Relocation and Real Property Acquisition Policies Act of 1970 (Uniform Act) and the Uniform Standards of Professional Appraisal Practice (USPAP) are also discussed.
