2007 to Present:                  Independent appraiser, valuation consultant, and lease appraisal advisor.             

2005 to 2007:                      EVP, Equipment Manager:   Union Bank of California Commercial Leasing.

He was responsible for all aspects of portfolio management from residual value setting and valuation of equipment put under lease, established Equipment Management guidelines, policies and procedures consistent with Bank policies and FASB 13 lease accounting. Interfaced with both internal and external auditors and provided annual reviews of the portfolio to insure soundness of assets under lease. He was responsible to dispose of equipment at the end of the lease term or any repossession.

1985 to 2005                        SVP, Manager Appraisal and Inspection: Bank of America Leasing and Capital.

                                                He was responsible for all aspects of valuation and inspection of a $45 Billion portfolio of assets in original cost under lease from establishing residual value setting to valuation of property at lease expiration. Established portfolio management guidelines, policies and procedures consistent with banks overall goals and objectives, trained new staff and developed matrix pricing for small ticket vendor business established a class coding system to facilitate measuring equipment exposure by equipment type. Responsible for engaging, managing and reviewing external and internal appraisals performed in support of the banks leasing activities. He has worked closely with marketing and accounting units in assisting in the development of new lease products and compliance with IRS and FASB guidelines by providing guidance as to valuation approaches.  He has performed valuations and reviews of portfolios that were being bought or sold by the bank during the normal course of business. Worked closely with the credit workout unit to repossess and dispose of equipment from defaulted leases.

1979 to 1985                        Manager, Senior Appraiser, Insurance and Institutional Group. of American Appraisal Associates

                                                Responsible for the training of new appraisers, performing appraisals for various purposes including financing, sales, purchase, ad valorum tax appeals, condemnation, insurance, allocation of purchase price, litigation, and cost segregation. Appraisals were performed for banks, leasing companies, attorneys, courts, other appraisal companies, school districts, cities and municipalities. Court designated expert witness testifying on valuations and appraisal standards.

1976 to 1979                        Senior Industrial Appraiser, Marshall and Stevens.

                                                Responsible for the performance of valuation for various purposes including: sales, purchase, ad valorum tax, litigation, condemnation, allocation of purchase price, property records accounting, insurance and financing. Appraisal performed for other appraisers, attorneys, banks, leasing companies, courts, cities and counties, and private parties.

Professional Affiliations: Inducted into College of Fellows with the American Society of Appraisers. Past International Education Committee Chairman, Emeritus Member and Past Chairman of the Machinery and Technical Specialties Committee, Past Regional Governor for Northern California, Pat President of the San Francisco Bay Area Chapter, contributing author to two “Valuation of Machinery and Equipment” textbooks, course developer and senior instructor of “Machinery and Equipment Principles of Valuation” Courses taught through the American Society of Appraisers. He is also a course developer in Appraisal Review and Management for the American Society of Appraisers based on over 20 years of managing and reviewing appraisals. Past Vice Chairman of the Board of Examiners for Machinery and Equipment for the American Society of Appraisers for 14 years. Court designated expert witness by the Oakland Superior Court and the Administrative Board in Maryland. He has taught valuation courses throughout the United States as well as in Mexico, Romania, Slovenia, Canada, Russia, Kazakhstan and China. Developed and taught courses for the World Bank Economic Development Program as well as for the American Society of Appraisers. He is also a frequent author of articles on valuation speaker and at various conferences and meetings.

Education:                             Attended Ohio State University and Oberlin College and Lorain County Community College. Attended various American Management seminars and courses as well as those offered by the American Society of Appraisers.

Presentations:                      Developed a seminar on Report writing for the ASA and lectured on “Report Preparation” and presented the seminar in Moscow, Detroit, and scheduled for San Francisco in February. Developed seminar on “Identifying, Quantifying and Valuing Physical Depreciation, Functional and Economic Obsolescence Using the Cost Approach” and presented it to the Bankruptcy Institute, ASA, Bank of America, Equipment Leasing Association and several other organizations and conferences. Wrote several articles for the MTS Journal for the ASA dealing with serving our clients, report writing, managing an aircraft portfolio and appraisal review. He is also a frequent speaker at various conferences dealing with managing a portfolio, valuation issues, use of third party services, valuation of special purpose properties.

Certification:                         The American Society of Appraisers has a mandatory recertification requirement of its Senior Appraisers, I am in compliance with the program through September 2014. He holds FASA designation in Machinery & Equipment and Appraisal Review and Management.
