Webinar Course Description
This webinar will provide personal property appraisers
with information and suggestions on how to continue their practice during the
COVID 19 pandemic. ASA CEO, Johnnie White will provide opening remarks, followed
by Senior Director of Government Relations and Business Development, John
Russell who will provide information on government assistance programs for small
businesses. Personal Property Chair Analee McClellan and Instructor Sandie
Tropper will review the concept of and options to “Personal Inspections,”
including the possibility of “virtual inspections,” further clarifying the use
of the concept of “Extraordinary Assumptions.” They will also discuss the
implications of market changes based on current events. In addition, they will
review and explain the language in the “Suggested Personal Property COVID19
Statements for PP Appraisal Reports emailed to ASA members on April 10, and
available for download here.

Instructor(s) Information
Sandra Tropper, FASA
Sandra Tropper has been a fine art appraiser and
consultant in the Washington D.C. area for more than 25 years. She has served in
numerous capacities for ASA including as Chair of the Personal Property
Committee, the International Chair of Education, the Chair of Education for the
Personal Property Committee, a member of the Board of Governors, and is
currently the Vice Chair of the Board of Examiners for Personal Property. While
her accreditation is in Fine Art, she is an instructor and developer for all the
POV courses, the advanced appraisal report class, and the class on the legal and
commercial aspects of PP appraising. Sandie is an AQB-certified USPAP instructor
and has taught for ASA, other appraisal organizations, for private firms and at
numerous universities.
Analee McClellan , ASA
Analee McClellan, ASA is an independent appraiser located in the
Los Angeles, California area, specializing in antiques and decorative arts, as well
as residential contents. She has 17 years of experience in valuation assignments for the calculation
of estate taxes, probate, estate management and financial planning, charitable contributions, insurance coverage,
claims of loss, and complex litigation issues. Ms. McClellan currently serves the American
Society of Appraisers Personal Property Committee (PPC) Chair, and has served as the
PPC Vice-Chair, Education Chair and in various other positions. She is a
course developer for the POV classes and POV class instructor
John Russell, JD
John Russell, Senior Director of Government Relations
and Business Development, is responsible for the advancement of legislative
initiatives that benefit the American Society of Appraisers and its members and
is responsible for seeking out opportunities to grow ASA's influence, membership
and revenue base in the U.S. and globally. He serves as the staff liaison to
ASA’s PAC and Real Property Committee and is ASA's representative to the Appraisal Foundation Advisory Committee. He has been
with ASA for over 8 years. His vast government relations accomplishments
along with his educational background and nearly 10 years professional experience,
provides ASA with valuable strategic insight on issues that impact the
appraisal profession. He has a Doctor of Jurisprudence degree
from Syracuse University College of Law and a Bachelor of
Art degree in Broadcasting and Mass Communications from State University of New York
at Oswego. Prior to ASA, John was a government relation advisor for
the National Association of Telecommunications Officers and Advisors (NATOA).
