Lou's 30 yrs. experience in valuation of private business interests includes oil and gas, energy, technology, and service C and S-corps, LLCs, and partnerships, tempered by 5 years of industry employment, relevant to appraising, servicing, & operating oil and gas assets (royalty & working (operating) leasehold interests), and valuing operating firms.

Lou's practice at LRPBA utilizes standards and guidelines requisite to the ASA designations in Business Valuation, Oil&Gas Valuation and a PE license (Registered Professional Engineer). He has provided court testimony and expert witness valuations. He has rendered client services for federal and state regulatory and taxation purposes, in US Tax Court, US Bankruptcy Court, US Claims Court, and is helpful in resolving issues requiring the reporting of asset and entity fair market values, fair values, & other standards of value, particularly in various technology industries.

The income approach to leasehold and royalty valuation is also very important to the valuation of other intangible assets such as operating and non-compete contracts, franchise service & dealer/distribution agreements, intangible enterprise values and options and securities. Lou has appraised various age/stage technology and R&D-intensive entities, venture capital companies, and firms in bankruptcy. He has valued entities for wealth & succession transfers, estate and income tax planning, and for contested federal tax examinations, appeals, and for bankruptcy litigation.

Lou worked as a petroleum and drilling engineer for Exxon USA, in upstream oil and gas production districts, as a planning analyst for Cameron Iron Works, a public oilfield equipment manufacturer, and has provided estate and income tax-related appraisal and valuation consulting services for Ernst & Young, a Big 4 public accounting firm and for the US Treasury Department, entailing business valuations, economic & engineering analysis  in oil and gas tax law issues in docketed tax cases and examinations.

Lou has presented papers in talks to Oklahoma Corporation Comm., IRS national engineering,  and professional societies (i.e. ASA, SPEE, and American Institute of Minerals Appraisers). Presentations have included fair market value estimates of oil and gas assets and business interests, application of USPAP standards to valuing businesses and assets, appraisal ethics, issues in valuing oil and gas royalties in the income approach DCF and lease bonus methods. He has been a contributor to several appraisal societies' appraisal standards, newsletters, and was a lecturer in  college level corporate finance both abroad (Univ. of Houston Exec. MBA Program, Sudan), and Concordia University San Antonio, TX). More recent work experience has involved estate and income tax-related appraisals in collaborative engagements with mineral appraisers (American Institute of Minerals Appraisers, Mineral Valuation Specialists, LLC), and with ASA business valuation professionals, in valuing shale oil and gas producing and non-producing mineral royalty and working interests, mining businesses and partnerships for bank loan and trust officers, through affiliation with Mineral Valuation Specialists..
